99 சதவீத பணம் வங்கியில் டெபாசிட்; பண மதிப்பிழப்பால் பயனில்லை

மத்திய அரசு கொண்டுவந்த பண மதிப்பிழப்பு திட்டத்தால் எந்த பயனும் இல்லை என்றும், பிரதமர் மோடி மன்னிப்பு கேட்க வேண்டும் எனவும் பா.ம.க. நிறுவனர் ராமதாஸ் கருத்து தெரிவித்துள்ளார்.

இது தொடர்பாக அவர் வெளியிட்டுள்ள அறிக்கையில் கூறியிருப்பதாவது:

மத்திய அரசால் மிகப்பெரிய பொருளாதாரப் புரட்சியாக அறிவிக்கப்பட்ட ரூ.1000, ரூ.500 தாள்கள் மதிப்பிழப்பு நடவடிக்கையால் எந்த பயனும் ஏற்படவில்லை. பணமதிப்பிழக்கப்பட்ட தொகையில் 99 விழுக்காடு தொகை தங்களிடம் திரும்பி வந்து விட்டதாக இந்திய ரிசர்வ் வங்கி அறிவித்திருக்கிறது.

பண மதிப்பிழப்பு நடவடிக்கை அறிவிக்கப்படுவதற்கு முன் ரூ.15.44 லட்சம் கோடி மதிப்புள்ள ரூ.1000 மற்றும் ரூ.500 தாள்கள் பழக்கத்தில் இருந்தன. இவற்றில் 99% தொகை அதாவது ரூ.15.28 லட்சம் கோடி திரும்பி வந்து விட்டதாக இந்திய ரிசர்வ் வங்கி வெளியிட்ட ஆண்டறிக்கையில் கூறப்பட்டுள்ளது. புழக்கத்தில் இருந்த தொகையில் சுமார் ரூ.16,000 கோடி மட்டுமே திரும்பி வரவில்லை. அதில் திரும்பி வராத ரூ.1000 தாள்களின் மதிப்பு ரூ.8900 கோடியாகும். மீதமுள்ள தொகை ரூ.500 தாள்கள் ஆகும்.

கடந்த ஆண்டு நவம்பர் 8&ஆம் தேதி பண மதிப்பிழப்பு நடவடிக்கையை அறிவித்து பேசிய பிரதமர் நரேந்திர மோடி, இந்த நடவடிக்கையால் 2017&ஆம் ஆண்டு ஜனவரி ஒன்றாம் தேதி புதிய இந்தியா பிறக்கும்; இந்தியாவில் கருப்பு பணம் முழுமையாக ஒழிந்து விடும் என்று அறிவித்தார். பண மதிப்பிழத்தல் நடவடிக்கையால் குறைந்தது ரூ.5 லட்சம் கோடி மதிப்புள்ள கருப்புப் பணம் திருப்பி வராது என்றும், அத்தனையும் லாபம் என்றும் மத்திய அரசு அதிகாரிகள் மீண்டும் மீண்டும் கூறி வந்தனர். இதனால் இது மிகப்பெரிய பொருளாதார புரட்சியாக அமையும் என்று தான் அனைவரும் எதிர்பார்த்தனர். ஆனால், இது யாரும் எதிர்பார்க்காத வகையில் பொருளாதார பேரழிவாக அமைந்திருக்கிறது என்பதே உண்மை.

பண மதிப்பிழப்பு நடவடிக்கையால் ரிசர்வ் வங்கிக்கு திரும்ப வராத ரூ.16,000 கோடி மட்டும் தான் அரசுக்கு லாபம் ஆகும். ஆனால், இந்த நடவடிக்கையால் ஒட்டுமொத்த இந்தியாவுக்கு ஏற்பட்டுள்ள இழப்பு ஒரு லட்சத்து 28,400 கோடி ஆகும். இதில் புதிய ரூபாய் தாள்களை அச்சடித்து வங்கிகளுக்கு கொண்டு சென்று சேர்ப்பதற்காக ஆன செலவு மட்டும் ரூ.16,800 கோடி ஆகும். புதிய ரூபாய் தாள்களை அடுக்குவதற்கு ஏற்ற வகையில் ஏ.டி.எம். எந்திரங்களை மாற்றியமைத்தது, வங்கிப் பணியாளர்களின் கூடுதல் பணி நேரத்திற்கான ஊதியம் போன்றவற்றுக்காக மட்டும் வங்கிகள் ரூ.35,100 கோடியை செலவிட்டிருக்கின்றன. வணிகம், உற்பத்தி உள்ளிட்டவற்றில் ஏற்பட்ட இழப்பு ரூ.61,500 கோடி என்றும், பொதுமக்களுக்கு ஏற்பட்ட இழப்பு ரூ.15,000 கோடி என்றும் மதிப்பிடப்பட்டிருக்கிறது. முடியைக் கட்டி மலையை இழுத்தால் வந்த வரை லாபம் என்பார்கள். ஆனால், மத்திய அரசோ முடியை இழுப்பதற்காக மலையை இழந்திருக்கிறது. இது என்ன வகையான பொருளாதாரப் புரட்சி என்பது தான் விளங்கவில்லை.

பொருளாதார அடிப்படையில் ஏற்பட்ட இழப்புகள் ஒருபுறமிருக்க, சமூக அடிப்படையிலான இழப்புகள் இன்னும் கொடுமையானவை. பண மதிப்பிழத்தல் நடவடிக்கை செயல்படுத்தப்பட்ட 50 நாட்களில் பொதுமக்கள் தங்களின் அன்றாட செலவுகளுக்குக் கூட பணமில்லாமல் தவித்தனர். பல தாய்மார்கள் குழந்தைகளுக்கு பால் வாங்குவதற்கு கூட பணமின்றி தவித்ததை அவர்களின் வாழ்நாள் முழுவதும் மறக்க முடியாது. இந்த காலத்தில் பலர் அலுவலகங்களுக்குக் கூட செல்லாமல் ஏ.டி.எம். வாசல்களில் காத்துக்கிடந்த கொடுமையும், அவ்வாறு காத்திக் கிடக்கும் போது கணிசமான எண்ணிக்கையிலானோர் உயிரிழந்த சோகமும் நடந்தது. இவற்றுக்கெல்லாம் மேலாக கிராமப்புற பொருளாதாரத்தின் அடிநாதமாக விளங்கிய சிறு, குறு வணிகங்கள் முற்றிலுமாக அழிந்து விட்டன. இவை வரலாறு காணாத இழப்பாகும்.

பண மதிப்பிழத்தல் நடவடிக்கையின் முடிவுகள் கடந்த ஜனவரி மாதம் முதல் வாரத்திலேயே வெளியிடப் படும் என்று மத்திய அரசு அறிவித்தது. ஆனால், அதன்பின் 6 மாதங்களாகியும் முடிவுகள் அறிவிக்கப்பட வில்லை. சில வாரங்களுக்கு முன் நடைபெற்ற நாடாளுமன்ற நிலைக்குழு கூட்டத்தில் கூட, மதிப்பிழக்க வைக்கப்பட்ட ரூபாய் தாள்களை எண்ணும் பணி இன்னும் முடிவடையவில்லை என்று கூறி ரிசர்வ் வங்கி ஆளுனர் தப்பிக்க முயன்றார். அப்போதே இத்திட்டம் தோல்வியடைந்து விட்டதையும், அதை சமாளிப்பதற்கான காரணங்களை மத்திய அரசு தேடிக்கொண்டிருக்கிறது என்பதையும் உணர முடிந்தது.

மொத்தத்தில் பண மதிப்பிழத்தல் நடவடிக்கையால் கருப்புப் பணம் ஒழிப்பு உள்ளிட்ட எந்த பயனும் ஏற்படவில்லை. மாறாக இந்தியாவை ஒளிமயமான எதிர்காலத்தை நோக்கி அழைத்துச் செல்வதாக வாக்குறுதி அளித்த பிரதமர் நரேந்திரமோடி, இருண்ட காலத்திற்கு அழைத்துச் சென்றது உறுதியாகி விட்டது. எனவே, இனியும் அலங்கார வார்த்தைகளைப் போட்டு சமாளிப்பதற்கு பதிலாக பணமதிப்பிழத்தல் நடவடிக்கையால் ஏற்பட்ட பாதிப்புகளுக்காக மக்களிடம் பிரதமர் மோடி மன்னிப்பு கேட்க வேண்டும்.
